The Gulf Cooperation Council (GCC) market — Saudi Arabia, UAE, Qatar, Kuwait, Oman, and Bahrain — represents one of the highest-value transformer markets in the world. But it is also one of the most regulated. Non-compliance with Gulf-specific certification requirements can result in shipment rejection, customs seizure, and permanent vendor disqualification. This guide covers what exporters need to know before shipping to GCC markets.
The GCC Certification Landscape
Transformer imports into GCC countries must comply with a layered framework of international, regional, and national standards:
Framework Scope Applicable Standard
GCC G-Mark Regional conformity mark GSO IEC 60076 series
Saudi SASO National conformity SASO IEC 60076, SEC DS-02-012
UAE DEWA Utility-specific approval IEC 60076, DEWA type approval
SASO SABER Shipment certification platform Product Certificate (PC) + Shipment Certificate (SC)
The GCC G-Mark is mandatory for regulated electrical products entering any GCC member state. It requires product testing to GSO-adopted IEC standards, factory inspection, and issuance of a GCC-type approval certificate.
Saudi Arabia: SASO, SABER, and IKTVA
Saudi Arabia's regulatory framework has tightened significantly in 2026. Effective 18 June 2026, SASO expanded the MOCI (Ministry of Industry and Mineral Resources) Product Declaration requirements to 135 additional product categories, including transformers. This means that exporters must now obtain MIM-approved Product Declarations before a Shipment Certificate of Conformity (SCOC) can be issued through the SABER platform.
The SABER process involves:
Product Certificate (PC) — obtained based on type test reports, factory audit, and technical documentation
Shipment Certificate (SC) — issued per shipment based on the valid PC and shipment-specific inspection
Additionally, SEC's IKTVA (In-Kingdom Total Value Add) scoring system rewards suppliers who demonstrate local content contribution. While IKTVA is not a hard pass/fail requirement for all procurement, it is a significant scoring factor in SEC bid evaluations.
UAE: DEWA Type Approval and Additional Testing
The UAE market requires DEWA type approval for all transformers intended for DEWA network projects. This is a utility-specific qualification that goes beyond general product certification. Key additional requirements include:
50°C continuous operation for 4 hours testing (beyond standard temperature rise)
127V/60Hz additional testing — this is a UAE-specific grid parameter not covered in standard IEC test protocols
Arabic-English bilingual labeling on all nameplates and documentation
CE reports alone are not accepted — products with only CE certification will be rejected at customs
DEWA maintains a rigorous vendor qualification system that includes factory audits, reference project verification, and testing at DEWA-approved laboratories.
Practical Checklist for GCC Transformer Exporters
Before Order Confirmation:
Confirm the destination country's specific certification requirements (SASO/SABER for Saudi; DEWA for UAE; G-Mark for all GCC)
Verify ambient design rating (55°C for Saudi; 50°C for UAE)
Confirm voltage/frequency parameters (60Hz for all GCC; 127V for UAE additional testing)
Prepare bilingual (Arabic-English) documentation package
Before Shipment:
Obtain valid Product Certificate (PC) through SABER for Saudi shipments
Obtain GCC G-Mark for all GCC-bound products
Complete DEWA type approval for UAE utility projects
Ensure factory audit documentation is current (SEC requires biennial audits)
At Customs:
Present SCOC (Saudi) or equivalent shipment certificate
Ensure nameplate markings comply with destination country requirements
Verify test report currency (SASO requires test reports within 3 years)
