Venezuela's transformer standards are administered by SENCAMER (Servicio Desconcentrado de Normalización, Calidad, Metrología y Reglamentos Técnicos) under the Ministry of National Commerce. The primary standard is COVENIN 536:2021 — TRANSFORMADORES DE POTENCIA. GENERALIDADES (2nd Revision), which fully supersedes the previous COVENIN 536:2003 edition.
This Technical Regulation establishes the minimum requirements that power transformers and autotransformers (transmission and distribution) must comply with, as well as their test methods. It excludes special types and small-capacity units: single-phase transformers below 1 kVA, polyphase transformers below 5 kVA, instrument transformers, static converter transformers, and starting transformers.
Key Technical Requirements Under COVENIN 536
Voltage Ratio Tolerances. The voltage ratio at the principal tapping shall not deviate from the specified ratio by more than the lower of the following two values: ±1/200 of the specified ratio or 1/10 of the actual short-circuit voltage at rated load expressed as a percentage.
Short-Circuit Voltage Tolerances. For two-winding transformers, the tolerance is ±1/10 of the specified short-circuit voltage for the corresponding tapping. For multiple-winding transformers, the tolerance is ±1/10 for the specified pair of windings and ±1/7 for the second pair.
No-Load Current Tolerance. The no-load current shall not exceed the specified value by more than 30%.
Loss Limits. COVENIN 536:2003 provides detailed maximum permissible values for no-load losses (P0), short-circuit losses (Pcc), and excitation current (I0%). For example, a 25 kVA single-phase distribution transformer with HV ≤15 kV and LV ≤1.2 kV must not exceed 115 W no-load loss, 430 W short-circuit loss, and 1.0% excitation current.
The 2025 Technical Regulation
In 2025, Venezuela published Resolución N° 003/2025 — a new Technical Regulation for Power Transformers establishing minimum requirements and test methods. This regulation requires that domestic manufacturers or importers of regulated products provide a current copy of the compliance certificate to all entities in the commercialization chain at the time of product nationalization.
